{"id":10891,"date":"2021-02-17T13:15:35","date_gmt":"2021-02-17T13:15:35","guid":{"rendered":"https:\/\/cassandravoices.com\/?p=10891"},"modified":"2021-02-17T13:15:35","modified_gmt":"2021-02-17T13:15:35","slug":"zerocovids-neoconservative-traits","status":"publish","type":"post","link":"https:\/\/casswp.eutonom.eu\/index.php\/2021\/02\/17\/zerocovids-neoconservative-traits\/","title":{"rendered":"ZeroCovid\u2019s Neoconservative Traits"},"content":{"rendered":"<p><span style=\"font-size: 12pt;\">So-called \u2018ZeroCovid\u2019 is a \u2018zero-tolerance\u2019 approach to the virus, promising to eliminate community transmission in Ireland. The concept has gained traction among young people, especially, desperate for an end to a seemingly endless cycle of lockdowns, and others worried by the danger posed by the disease itself.<\/span><\/p>\n<p>The original \u2018zero-tolerance\u2019 policy is identified with Donald Trump\u2019s associate Rudy Giuliani\u2019s tenure as mayor of New York (1994-2001), and involved punishment for even minor infractions.<\/p>\n<figure id=\"attachment_10893\" aria-describedby=\"caption-attachment-10893\" style=\"width: 138px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-10893\" src=\"https:\/\/cassandravoices.com\/wp-content\/uploads\/2021\/02\/Giuliani-219x300.jpg\" alt=\"\" width=\"138\" height=\"189\" \/><figcaption id=\"caption-attachment-10893\" class=\"wp-caption-text\">Rudy Giuliani<\/figcaption><\/figure>\n<p>Most criminologists agree, however, that zero-tolerance, based on the <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/media4.manhattan-institute.org\/pdf\/_atlantic_monthly-broken_windows.pdf\">\u2018broken window\u2019<\/a><\/span> theory of policing, <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.latimes.com\/business\/hiltzik\/la-fi-hiltzik-zero-tolerance-20180622-story.html\">made little difference<\/a><\/span> to overall crime rates, which seem to have been falling in New York prior to Giuliani\u2019s period in office. New powers of arrest simply handed police <em>carte blanche<\/em> to remove homeless people from affluent neighbourhoods. Thus Time Square became a safe haven for tourism, but ghettos remained no go.<\/p>\n<p>Zero-tolerance policies emerged in a neoconservative era alongside \u2018humanitarian interventions,\u2019 culminating in the illegal invasion of Iraq in 2003, led by U.S. President George W. Bush, and supported by U.K. Prime Minister Tony Blair. Blair also backed a <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.irishtimes.com\/news\/blair-backs-zero-tolerance-1.19540\">zero tolerance approach to crime<\/a><\/span> in the U.K., and has recently inveigled his way back to prominence as part of the <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.standard.co.uk\/news\/politics\/tony-blair-years-win-covid-war-b826276.html\">\u2018war\u2019 effort<\/a><\/span> against Covid-19.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Tony Blair: &quot;There is no prospect of a return to anything like normal without enabling people to show their Covid status \u2013 vaccinated or tested; and technology allows us to do it with privacy and efficacy.&quot; <a href=\"https:\/\/t.co\/dwzrgteQVd\">https:\/\/t.co\/dwzrgteQVd<\/a><\/p>\n<p>&mdash; Tony Blair Institute for Global Change (@InstituteGC) <a href=\"https:\/\/twitter.com\/InstituteGC\/status\/1360901686630481920?ref_src=twsrc%5Etfw\">February 14, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Neoconservatives engineered a War on Terror which, apart from direct military actions, included \u2018shock and awe\u2019 tactics to cow opponents, galvanising support through appeals to nationalist sentiment and by demonising \u2013 often phantom \u2013 enemies.<\/p>\n<p>Finally, <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/cassandravoices.com\/history\/gradations-of-evil-neoliberalism-and-neoconservatism\/\">neoconservatism is aligned with neoliberal austerity<\/a><\/span> adopted in the wake of the Financial Crisis, beginning in 2007-2008. Austerity proponents assume purgative measures \u2013 described as \u2018<span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/us.macmillan.com\/books\/9780312427993\">The Shock Doctrine<\/a><\/span>\u2019 by Naomi Klein \u2013 are required to heal the body politic of its economic woes.<\/p>\n<p><strong><em>Family Resemblances <\/em><\/strong><\/p>\n<p>The ZeroCovid elimination approach in Ireland bears significant family resemblances to an illusory zero-tolerance policy to crime. There are also shades of the War on Terror\u2019s \u2018shock and awe\u2019 tactic of elevating fear and appealing to narrow national self-interest. The imprint of austerity is apparent in a promise of deliverance after painful expurgation, as a population already frayed by successive lockdowns is exhorted to double down and accept greater stringency. Naomi Klein has also identified a <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.theguardian.com\/news\/2020\/may\/13\/naomi-klein-how-big-tech-plans-to-profit-from-coronavirus-pandemic\">Pandemic Shock Doctrine<\/a><\/span>.<\/p>\n<p>It may seem surprising that Irish leftists should be attracted to a policy which seems to have a neoconservative mentality, but notably \u2018<span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.newyorker.com\/magazine\/2016\/02\/22\/why-leftists-go-right\">recovering socialists developed neoconservatism in the sixties and seventies<\/a><\/span>,\u2019 and the Marxist dialectic permits great suffering before the achievement of a socialist paradise.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Authoritarian ideas rarely originate from bad intentions. They tend to be championed by idealists who believe they know better and that their dream destination justifies the means. Tom\u00e1s Ryan recently called for \u2018<span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/twitter.com\/TonightVMTV\/status\/1359635014246428673\">more of a grand coalition attitude<\/a><\/span>\u2019; while another, Anthony Staines is, or was, <a href=\"https:\/\/www.independent.ie\/regionals\/fingalindependent\/news\/a-skerries-seanad-bid-34558706.html\"><span style=\"color: #0000ff;\">a member of Fine Gael<\/span><\/a>. Among the few practising doctors associated with ZeroCovid is Maiti\u00fa \u00d3 Tuathail, whose friendship with then Fine Gael Taoiseach Leo Varadkar gave him access to a <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/villagemagazine.ie\/varadkar-leaks-confidential-document\/\">confidential agreement<\/a><\/span> between the State and the IMO, which is now the subject of <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.irishtimes.com\/news\/politics\/varadkar-says-he-committed-no-offence-over-leaked-document-1.4484806\">a Garda enquiry<\/a><\/span>.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\"><a href=\"https:\/\/twitter.com\/hashtag\/ZeroCovid?src=hash&amp;ref_src=twsrc%5Etfw\">#ZeroCovid<\/a>. Or even try <a href=\"https:\/\/twitter.com\/hashtag\/ZeroCovid?src=hash&amp;ref_src=twsrc%5Etfw\">#ZeroCovid<\/a><\/p>\n<p>&mdash; Maitiu O Tuathail (@DrZeroCraic) <a href=\"https:\/\/twitter.com\/DrZeroCraic\/status\/1359603591116333057?ref_src=twsrc%5Etfw\">February 10, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>ZeroCovid is certainly not a blueprint for a socialist republic \u2013 the narrowness of its focus its quite striking \u2013 and advocates assert pro-business credentials, Ryan emphasising that \u2018<span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.irishtimes.com\/opinion\/tom\u00e1s-ryan-are-we-ready-to-get-serious-about-eliminating-covid-19-1.4383005\">ZeroCovid countries are ranking highest in business confidence.<\/a><\/span>\u2019 Far from being treated as revolutionaries in the mainstream media, its spokespeople have become household names during the pandemic, blurring a distinction between expert witness and political actor.<\/p>\n<p>Some on the left may be attracted to ZeroCovid in the hope that \u2018Napoleonic\u2019 state mobilisation witnessed during the pandemic will be carried into \u2018peacetime,\u2019 to address poverty and environmental destruction. The shady dealings we have witnessed in this period, however, set a dangerous precedent, as the executive director of the British Medical Journal <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.bmj.com\/content\/371\/bmj.m4425\">Kamran Abbasi<\/a><\/span> put it:<\/p>\n<p><em>Covid-19 has unleashed state corruption on a grand scale, and it is harmful to public health. Politicians and industry are responsible for this opportunistic embezzlement. So too are scientists and health experts. The pandemic has revealed how the medical-political complex can be manipulated in an emergency\u2014a time when it is even more important to safeguard science.<\/em><\/p>\n<p>Given the <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/cassandravoices.com\/science-environment\/environment\/how-irish-propaganda-operates-iii-the-inversion-of-the-food-pyramid\/\">paucity of investigative journalism<\/a><\/span> in Ireland it is difficult to assess corruption levels, but the <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.irishtimes.com\/news\/health\/hse-told-to-review-policy-on-1bn-personal-protective-equipment-spend-1.4431999?mode=sample&amp;auth-failed=1&amp;pw-origin=https%3A%2F%2Fwww.irishtimes.com%2Fnews%2Fhealth%2Fhse-told-to-review-policy-on-1bn-personal-protective-equipment-spend-1.4431999\">one euro billion spent on PPE in 2020<\/a><\/span> raises a red flag, while allegations of contracts being awarded inappropriately are ventilated on social media.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">There are 1,973 hotels in this country. 14 of which were selected as mass vaccination centers. At the end of January, however, the truce ended with the chair of the Irish Epidemiological Modelling Advisory Group Philip Nolan decisively branding ZeroCovid \u2018<span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.irishtimes.com\/news\/health\/it-is-an-utterly-false-promise-nphet-rejects-zero-covid-strategy-as-impractical-and-risky-1.4470532?mode=sample&amp;auth-failed=1&amp;pw-origin=https%3A%2F%2Fwww.irishtimes.com%2Fnews%2Fhealth%2Fit-is-an-utterly-false-promise-nphet-rejects-zero-covid-strategy-as-impractical-and-risky-1.4470532\">an utterly false promise<\/a><\/span>.\u2019<\/p>\n<p>This intervention may have been linked to recent politicisation, as the <a href=\"https:\/\/www.irishtimes.com\/opinion\/still-not-too-late-to-reap-benefits-of-a-zero-covid-strategy-1.4449171?mode=sample&amp;auth-failed=1&amp;pw-origin=https%3A%2F%2Fwww.irishtimes.com%2Fopinion%2Fstill-not-too-late-to-reap-benefits-of-a-zero-covid-strategy-1.4449171\"><span style=\"color: #0000ff;\">Social Democrats<\/span><\/a>, and to a lesser extent Labour (which announced \u2018a national aggressive suppression strategy, <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.thejournal.ie\/zero-covid-dail-5350541-Feb2021\/\">zero Covid-19 by another name<\/a><\/span>\u2019), followed <a href=\"https:\/\/www.pbp.ie\/wp-content\/uploads\/2021\/01\/Zero_Covid_Roadmap_People_Before_Profit_January_2021.pdf\"><span style=\"color: #0000ff;\">People Before Profit<\/span><\/a>\u2019s earlier embrace of the project.<\/p>\n<p>Throughout the pandemic ZeroCovid spokespeople have been welcomed within <span style=\"color: #0000ff;\">the dominant media consensus<\/span> \u2013 assessing the virus a once-in-a-generation challenge \u2013 with nationalist appeals \u2013 adopting the hashtag #wecanbezero \u2013 perhaps seen as a way way of channeling latent radicalism away from opposition to reliance on strict lockdowns.<\/p>\n<p><strong><em>Origins of ZeroCovid<\/em><\/strong><\/p>\n<p>The genesis of the movement in Ireland is unclear. Last summer the Wellcome Trust, whose offshore dealings were <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.the-scientist.com\/news-opinion\/research-funders-make-secretive-overseas-investments--report-65184\">exposed in the Paradise Papers<\/a><\/span>, launched<span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/wellcome.org\/what-we-do\/our-work\/coronavirus-covid-19\/investment\/covid-zero\"> a global \u2018Zero Covid\u2019 fundraising initiative<\/a><\/span> for vaccine research, with the support of Goldman Sachs Gives and others.<\/p>\n<p>The Irish initiative traces its origins to a disparate group of academic scientists led by Staines that brought forward a <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/crushthecurve.ie\/\">Crush the Curve<\/a><\/span> petition in July, preceding the emergence of a <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.rte.ie\/brainstorm\/2020\/0824\/1160986-zero-covid-19-ireland\/\">Zero Covid Island<\/a><\/span> group. It has since morphed into another organisation called <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.isagcovid19.org\">ISAG<\/a><\/span>: \u2018a multidisciplinary group of scientists, academics, and researchers who have come together to advocate for a SARS-CoV-2 elimination strategy for the island\u2019.<\/p>\n<figure id=\"attachment_10894\" aria-describedby=\"caption-attachment-10894\" style=\"width: 650px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-10894\" src=\"https:\/\/cassandravoices.com\/wp-content\/uploads\/2021\/02\/Yaneer_Bar-Yam-300x200.jpg\" alt=\"\" width=\"650\" height=\"433\" \/><figcaption id=\"caption-attachment-10894\" class=\"wp-caption-text\">Yaneer Bar-Yam preparing to speak at an event in 2014.<\/figcaption><\/figure>\n<p>Among those involved is a MIT Professor Yaneer Bar-Yam, who does not appear to have had any previous connection to Ireland. Bar Yam previously <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/necsi.edu\/yaneer-bar-yam\">advised the Pentagon<\/a><\/span> \u2018about global social unrest and the crises in Egypt and Syria\u2019, and the National Security Council and the National Counter Terrorism Council on global strategy, elsewhere described as \u2018<a href=\"https:\/\/www.weforum.org\/people\/yaneer-bar-yam\"><span style=\"color: #0000ff;\">preventing ethnic violence<\/span><\/a>.\u2019 He also advised policymakers on the elimination of Ebola, a disease which presents <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0305750X20304800\">a very different challenge to Covid-19<\/a><\/span>.<\/p>\n<p><span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/ryan-lab.org\/tomas-ryan\/\">Tom\u00e1s Ryan<\/a><\/span> is himself a former Post-Doctoral Fellow (2010-2016) at MIT, having previously been a Junior Research Fellow at the Wellcome Trust Sanger Institute and Wolfson College, Cambridge (2009 \u2013 2010). Ryan\u2019s background is in neuroscience and has no publications<span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/scholar.google.com\/citations?user=_10adFkAAAAJ&amp;hl=en\"> in virology or epidemiology<\/a><\/span>.<\/p>\n<p>Bar-Yam set up an organisation called ENDCRONAVIRUS.ORG (<span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.endcoronavirus.org\/\">https:\/\/www.endcoronavirus.org\/<\/a><\/span>) in February 2020, and may see Ireland as a potential testing ground for counter-viral methods.<\/p>\n<p>ZeroCovid appeals to national self-interest, requiring exclusion of a diseased \u2018other,\u2019 through mandatory quarantines for foreign arrivals, and promotes the creation of zero-transmission zones within the country. In August Bar-Yam co-authored a paper entitled, \u2018<span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/necsi.edu\/a-green-zone-strategy-for-ireland\">A green zone strategy for Ireland<\/a><\/span>,\u2019 which recalls Baghdad\u2019s \u2018Green Zone\u2019 under U.S. occupation, and districts \u2018purified\u2019 by the application of a zero-tolerance approach to crime.<\/p>\n<p>Indefinite elimination of what appears to be an endemic <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.medrxiv.org\/content\/10.1101\/2020.12.06.20244780v2\">seasonal<\/a><\/span> virus from a globally integrated country such as Ireland appears Utopian however, with most scientists assuming Covid-19<span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.nationalgeographic.com\/science\/2021\/01\/covid-19-will-likely-be-with-us-forever-heres-how-well-live-with-it\/\"> will be with us forever<\/a><\/span>.<\/p>\n<p>Last month, <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.nature.com\/articles\/d41586-021-00396-2\"><i>Nature<\/i><\/a><\/span> asked more than one hundred immunologists, infectious-disease researchers and virologists working on Covid-19 whether they believe it can be eradicated. Almost 90% responded to say it will become endemic<\/p>\n<p>According to one of those surveyed <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.nature.com\/articles\/d41586-021-00396-2\">Michael Osterholm<\/a><\/span>, an epidemiologist at the University of Minnesota in Minneapolis. \u2018Eradicating this virus right now from the world is a lot like trying to plan the construction of a stepping-stone pathway to the Moon.\u2019<\/p>\n<figure id=\"attachment_8253\" aria-describedby=\"caption-attachment-8253\" style=\"width: 606px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-8253\" src=\"https:\/\/cassandravoices.com\/wp-content\/uploads\/2020\/04\/JacindaArden-300x200.jpg\" alt=\"\" width=\"606\" height=\"404\" \/><figcaption id=\"caption-attachment-8253\" class=\"wp-caption-text\">Jacinda Arden<\/figcaption><\/figure>\n<p><strong><em>New Zealand<\/em><\/strong><\/p>\n<p>For obvious cultural reasons, Irish ZeroCovid strategists often cite New Zealand\u2019s as a model to follow \u2013 <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.japantimes.co.jp\/opinion\/2021\/01\/10\/commentary\/japan-commentary\/west-japan-coronavirus-response\/\">factors other than suppression policies<\/a><\/span> appear to be inhibiting Covid-19 in east Asian countries \u2013\u00a0 but this ignores the extreme isolation of a sparsely populated island nation situated on the other side of the world, under a depleted ozone layer that brings elevated levels of virus-killing <a href=\"https:\/\/www.wcrf.org\/dietandcancer\/cancer-trends\/skin-cancer-statistics\"><span style=\"color: #0000ff;\">ultraviolet light. <\/span><\/a>Moreover, New Zealand does not have <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/foreignpolicy.com\/2020\/09\/14\/brexit-ira-northern-ireland-militancy\/\">a disputed border<\/a><\/span> with another jurisdiction to contend with. Also, importantly, New Zealand\u2019s imports arrive in containers, as opposed to Ireland&#8217;s reliance on \u2018roll-on roll-off\u2019 trucks.<\/p>\n<p>https:\/\/twitter.com\/John_McGahon\/status\/1360552471345717249<\/p>\n<p>Moreover, it seems significant that there have been <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/covid19.who.int\/region\/wpro\/country\/nz\">less than two thousand cases of Covid-19 detected<\/a><\/span> in New Zealand so far during the pandemic. Common cold viruses display infuriatingly unpredictable behaviour, waxing and waning seasonally, like influenza, which derives its name from the <em>influenza degli astri<\/em>, or \u2018influence of the planets.\u2019<\/p>\n<p>A paper from 1973 entitled \u2018<span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC2130424\/\">An outbreak of common colds at an Antarctic base after seventeen weeks of complete isolation<\/a><\/span>\u2019, discusses the case of six of twelve men wintering at an isolated Antarctic base that sequentially developed common cold symptoms <em>after seventeen weeks of complete isolation<\/em>.<\/p>\n<p>According to the authors: \u2018Examination of specimens taken from the men in relation to the outbreak has not revealed a causative agent,\u2019 which the authors say could \u2018well have been the effects of a coronavirus.\u2019 Bewildered, they conclude: \u2018in some way virus persisted, either in the environment or in the men.\u2019<\/p>\n<p>Furthermore, in an article for Cassandra Voices <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/cassandravoices.com\/current-affairs\/global\/reflections-on-covid-19\/\">Justin Frewen<\/a><\/span> observed how decisive political leadership encouraged personal responsibility:<\/p>\n<p><em>In addition to providing Covid-19 related information through standard media channels, the NZ Prime Minister, Jacinda Ardern, has communicated directly with the public, making herself available to the media and holding daily public press conferences, led by New Zealand\u2019s director-general of health, Dr Ashley Bloomfield. Together they have displayed \u201c<\/em><a href=\"https:\/\/www.theguardian.com\/world\/2020\/mar\/19\/ardern-has-shone-in-the-coronavirus-crisis-but-a-recession-could-still-doom-her-re-election-chances\"><em><span style=\"color: #0000ff;\">a reliable, measured and authoritative face for New Zealand\u2019s Covid-19 response<\/span><\/em><\/a><em>\u201d.Of particular value has been the clarity of Jacinda Ardern\u2019s communication on the virus. Her <\/em><span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.theatlantic.com\/politics\/archive\/2020\/04\/jacinda-ardern-new-zealand-leadership-coronavirus\/610237\/\"><em>leadership style has been assessed by one commentator<\/em><\/a><\/span><em> as \u2018one of empathy in a crisis that tempts people to fend for themselves. Her messages are clear, consistent, and somehow simultaneously sobering and soothing. And her approach isn\u2019t just resonating with her people on an emotional level. It is also working remarkably well.\u2019<\/em><\/p>\n<p>The virus returned mysteriously to Auckland in <a href=\"https:\/\/www.theguardian.com\/world\/2020\/oct\/08\/new-zealand-whole-again-as-auckland-lockdown-ends\"><span style=\"color: #0000ff;\">August<\/span><\/a>, however, leading to a second lockdown. Civil liberties advocates may take issue with the mandatory confinement of anyone testing positive \u2013 and mandatory quarantining of all visitors \u2013 but the response to the virus has been to the benefit and satisfaction of the vast majority of New Zealanders, and the satisfies a principle of proportionality.<\/p>\n<p>But <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.theguardian.com\/world\/2021\/feb\/15\/new-zealands-auckland-covid-outbreak-is-uk-variant-says-ardern\">another outbreak at the beginning of February<\/a> <\/span>has brought yet another lockdown to Auckland, and Prime Minister <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.stuff.co.nz\/national\/politics\/124012148\/jacinda-ardern-declares-2021-the-year-of-the-vaccine\">Jacinda Arden<\/a><\/span> has since signalled that the country\u2019s elimination strategy is to be abandoned in the wake of the arrival of vaccines, stating: \u2018Our goal has to be though, <strong><em>to get the management of Covid-19 to a similar place as we do seasonally, with the flu.<\/em><\/strong> It won\u2019t be a disease that we will see simply disappear after one round of vaccine.\u2019<\/p>\n<p>Yet surprisingly vaccines are not seen as a game changer by ZeroCovid advocates. An ISAG webinar on January 21<sup>st<\/sup> found Staines arguing in favour of mandatory quarantine facilities, on the basis that new variants could \u2018<span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.irishtimes.com\/news\/health\/mandatory-travel-quarantine-should-be-introduced-by-ireland-experts-urge-1.4464184\">dodge some of the effects of vaccines<\/a><\/span>.\u2019<\/p>\n<p>It begs the question: if new variants are swirling around the world indefinitely \u2013 just as strains of influenza vary from year-to-year occasionally evading the effect of vaccines \u2013 will Ireland maintain quarantine requirements indefinitely, as <a href=\"https:\/\/www.endcoronavirus.org\/blog\/an-argument-for-ongoing-travel-quarantines\"><span style=\"color: #0000ff;\">a true believer<\/span><\/a> associated with Bar-Yam\u2019s organisation has proposed? This seems unthinkable for a country with a diaspora of three million and a high proportion of immigrants, some of whom may leave Ireland if this approach is adopted. Unfortunately, as in the War of Terror, the enemy is within, and the war unwinnable.<\/p>\n<p><strong><em>Australia<\/em><\/strong><\/p>\n<p>A more tortuous, and arguably disproportionate, route to the elimination of Covid-19 was witnessed in Melbourne, Australia, which may serve as a warning to an Irish public desperate for the pandemic to end.<\/p>\n<p>With a similar population to the whole of Ireland\u2019s <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.bbc.com\/news\/world-australia-54654646\">Melbourne<\/a><\/span> experienced a winter outbreak, beginning in June, that brought a stringent lockdown lasting almost three months. Notably, however, the number of cases peaked at seven hundred per day and the virus declined with the arrival of spring. Ireland has had ten times that number <em>in a single day<\/em> in January, and as of mid-February has still not brought case numbers down to that level.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Tensions have boiled over at an anti-lockdown rally at Parliament House in Melbourne. Dozens arrested. Capsicum spray used. Protesters chanted \u201chuman rights matter\u201d and \u201cfreedom\u201d before police moved in to remove them one by one. <a href=\"https:\/\/t.co\/CZEZkc5lt6\">pic.twitter.com\/CZEZkc5lt6<\/a><\/p>\n<p>&mdash; Jack Paynter (@jackpayn) <a href=\"https:\/\/twitter.com\/jackpayn\/status\/1323450951227772928?ref_src=twsrc%5Etfw\">November 3, 2020<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Just this month Melbourne went into <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.smh.com.au\/national\/coronavirus-updates-live-holiday-inn-cluster-grows-as-fears-of-lockdown-in-victoria-amplify-nsw-border-remains-open-to-state-20210212-p571uh.html\">another lockdown again after an outbreak in a Holiday Inn<\/a><\/span>, giving the lie to the notion that elimination avoids recurring lockdowns; especially in a country such as Ireland conteding with leaky borders, a poorly resourced health system, and a history of distrust in State institutions.<\/p>\n<p>Advocates of ZeroCovid now call for a level of stringency that brought an end to the Melbourne outbreak, in particular <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/twitter.com\/astaines\/status\/1361681131574337547\">advocating<\/a><\/span><span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/twitter.com\/astaines\/status\/1361681131574337547\"> schools close until late April<\/a><\/span>, seemingly oblivious to the <a href=\"https:\/\/www.rte.ie\/news\/coronavirus\/2021\/0213\/1196928-childrens-ombusman\/\"><span style=\"color: #0000ff;\">damage on children<\/span><\/a>, already denied months of education.<\/p>\n<p><strong><em>Apocalyptic Warnings<br \/>\n<\/em><\/strong><\/p>\n<p>Irish ZeroCovid advocates have been unusually apocalyptic in their assessment of the danger posed by Covid-19, with Tom\u00e1s Ryan projecting in June that a herd immunity approach, involving successive lockdowns, would result in <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.irishtimes.com\/opinion\/tom\u00e1s-ryan-is-ireland-s-strategy-to-live-with-or-eliminate-coronavirus-1.4274877?mode=sample&amp;auth-failed=1&amp;pw-origin=https%3A%2F%2Fwww.irishtimes.com%2Fopinion%2Ftom%25C3%25A1s-ryan-is-ireland-s-strategy-to-live-with-or-eliminate-coronavirus-1.4274877\">50,000 deaths<\/a><\/span>, while Sam McConkey warned in March there could be up to <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.irishtimes.com\/news\/ireland\/irish-news\/simon-harris-this-could-go-well-beyond-the-health-service-1.4197351\">120,000 deaths<\/a><\/span>.<\/p>\n<p>The latter death toll would be greater than has been witnessed in the U.K., which has the second highest mortality rate (after Belgium) in the world, and a population ten times that of Ireland. Even in almost libertarian scenarios \u2013 such as in <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.nbcnews.com\/health\/health-news\/north-dakota-south-dakota-set-global-covid-records-how-did-n1257004\">the two Dakota states<\/a><\/span> in the U.S. \u2013 death tolls have been nowhere close to those proportions.<\/p>\n<p>While ZeroCovid might be dismissed as a fringe organisation, or <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/twitter.com\/skiduffer\/status\/1361004028256268292\">cult<\/a><\/span>, the degree of media exposure its advocates have enjoyed, and their tendency to \u2018shock and awe\u2019 with outlandish projections has distorted debate in Ireland, drawing attention away from the profound damage of lockdowns.<\/p>\n<p>The Irish media has developed a fixation on the virus to the almost total exclusion of other challenges we face. Mortality from Covid-19 is not portrayed as equivalent to death by natural causes, but a consequence of moral failings in the population or an indulgent government. It has parallels with the attitude of the Pro Life movement.<\/p>\n<figure id=\"attachment_10895\" aria-describedby=\"caption-attachment-10895\" style=\"width: 586px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-10895\" src=\"https:\/\/cassandravoices.com\/wp-content\/uploads\/2021\/02\/rocknrolldancing-300x177.jpg\" alt=\"\" width=\"586\" height=\"346\" \/><figcaption id=\"caption-attachment-10895\" class=\"wp-caption-text\">Looking forward to life improving.<\/figcaption><\/figure>\n<p>And yet, as spring approaches case numbers will surely recede, with a range of <span style=\"color: #0000ff;\">vaccines<\/span> and new treatments reducing severity and mortality. Socially distancing has become second nature to many Irish people, and there is increasing knowledge of the importance of <span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/www.irishtimes.com\/opinion\/why-good-ventilation-is-key-to-stopping-the-spread-of-covid-19-1.4374754?mode=sample&amp;auth-failed=1&amp;pw-origin=https%3A%2F%2Fwww.irishtimes.com%2Fopinion%2Fwhy-good-ventilation-is-key-to-stopping-the-spread-of-covid-19-1.4374754\">ventilation<\/a><\/span>.<\/p>\n<p>The Irish government should resist a social experiment that holds no promise of success, and the public should look forward to life improving.
